This recommendation does not engage Members when they vote, but it is a clear signal of Parliament`s will. Parliament must approve such agreements by a simple majority on that day in order to guarantee a minimum quorum of at least one third of the Members present. Some agreements, such as the accession of new members to the EU, require an absolute majority of members of Parliament. Once an agreement has been reached, the Commission recommends that the Council sign and indicates whether it believes the agreement is mixed or not.
